There is no defending the buyer in this situation. The second you talk about negative or neutral feedback before the transaction is even complete, you're extorting feedback; or, more acurately, coercing the seller into something he didn't want to do. The simple mention of a negative, knowing that that is all the seller has to fear, is an implied threat.
He knew it, the seller knew it, and we all know it.
I completely agree; however, by eBay standards, there are two circumstances:
1. "I will leave you neg/neutral feedback because you did x, y, z...." - per eBay, contacting seller to inform of intent
and
2. "I will leave you neg/neutral feedback unless you do x, y, z..." - per eBay, extortion
It's silly, but that's how they rule on these kinds of cases because feedback correction is of little priority to them.
